You can restrict public access to your Blogger blog from your blogger dashboard,
with this Blogger feature, you can choose who can view your blog whether you want it to be accessed by the public, or you want to maintain privacy
and if the blog has more than one author you can enable those author to have access to the blog for that particular time which other public members cannot access.

and also if you need to maintain some certain things on your blog you can disable people from having access to the blog, or you just started creating a BlogSpot blog, and you don't want the blog to be live yet, you can just disable these features for people not to have access to the blog
To Restrict Public Access To Your Blogger Blog
Login to your Blogger dashboard
Click on Settings
Under settings click on Basic
Scroll down to locate Permission do you see it? If found
We have blog authors, and blog readers under permissions for the purpose of this tutorials
click on Edit beside public to choose who can have access to your blog as seen in the screenshot below

Public: these will enable all people to have access to your blogger blog
Click the radio button if you want your blogger blog to be view by public members
Private only blog readers: if you enable this option the blog can only be view by the blog authors if anybody apart from the blog authors tries to view the blog the message they will see is that the blog is private
You can enable this feature by clicking the radio button as shown below
Private only for readers: - only the users you add can only have access to the blog
